Let's say someone is already working with a no kill rescue group to place some puppies when all of a sudden a AC officer comes to that person's house.
Now let's say the officer is told the situation but still talks about fines. After a few minutes the officer states that since the person cares there will be no fines but said person needs to get their dog count down too four dogs and that the officer will help place the dogs.
Well next thing you know the original rescue group all of a sudden acts like they have never met said person and now the AC officer has changed what they said they would do. Instead of four dog's the person can only keep two and must fix them. Also the AC says now that there will be fines if the pups turn 4 months old but that it will take months to place the pups from their house to a new place.
