It's hard to say but a good guest would be Mexico.The Mexican government is in the pocket of big business and they use every resource of they have to please their wealth masters even if it means the people starve.Not to mention that on the local level corruption is so rampant that Mexican police have been known to arrest tourist and demand money inorder to be released.
LOL... Who included Canada in this list? Canada is in the top 20 list of countries with less corruption in the world... all the others are in the bottom of the list!!!

As much as some of you here hate the U.S, we still are in the top 20 of the least corrupted countries in the world... All the rest are in the top 30 of the most corrupted countries in the world!!! Please be objective about it when you vote...

The US tops the list w/ 18%, while Iraq and Cuba get 1% each. There isn't enough sarcasm in the world for me to comment on that. Mexico is at 5% also. It'd be funny if it weren't so sad.
Erm, why is America winning on this? Yes the government is corrupt, but you're saying worse than dictatorships, where people are secretly killed for saying something negative about the government?

Easy, every year the African countries top the list due to internationl surveys and studies. Second would be countries in the arab/muslim world.

They do not pratice what they preach. This is what create the deep rooted situation that develope in poor countries. Thats why we have the endemic situation, in kenya. They're government is corruption it's unbelieveable

Just a guess but i would go with Switzerland. Its a neutral country so the money in swiss bank acounts sometimes come from people trying to get away with illegal activities.
