Cause they are poor. Most of people killed in natural disasters are poor anywhere in the world. In this case, comparatively poor people living in mobile houses and unprotected structures bore the brunt of tornadoes. If you are born poor it is not your mistake but if you grow up to be poor, it is definitely your mistake
What about those people who REBUILD Multi Million Dollar Homes on edge mountains too close to the sea or in areas Forrest fires occur yearly, they have the means to build elsewhere, how dumb are they putting their families safety in danger for a nice view?
Some are dumb when given a choice. Some don't have a choice. How many people die in forest fires. Compare it with people killed in Tornadoes. And all know who REBUILDS Multi Million Dollar Homes on edge mountains too close to the sea or in areas Forrest fires occur yearly
I think the map shows too many people would have to relocate , and where would they go?
Relocation is not always a choice They can leave the mobile homes for traditional homes with basement and strong foundations if they can't go anywhere.

A stick built home on a basement foundation is appraised at around $300,000.00, on a 1/4 acre most anywhere in the country. Most people who live in mobile homes and trailers live in manufactured housing communities and in parks, on a rented lot. They live here because they can own their own affordable home. What they can't afford is a $300,000.00 estate.
